Newcomer Support Services

Formerly focused exclusively on serving Ukrainian Humanitarian Parolees, the CRIS UHPA Program has expanded and is now known as Newcomer Support Services. This program still offers support to eligible Ukrainian Humanitarian Parolees, as well as eligible Cubans, Haitians, and other ORR-eligible populations who do not qualify for Reception and Placement.

Eligibility

for Ukrainians:

  • Date of Arrival to U.S. is between February 24, 2022, and September 30, 2023

  • Ukrainian Humanitarian Parolees (UHPs) who arrive after September 30, 2023, and are spouses or children of UHPs who arrived between February 24, 2022, and September 30, 2023

  • I-94 or passport with stamp denoting “DT”/ “U4U” / “UHP” OR EAD receipt/card denoting code “C11” (TPS cases are not eligible)

for Cubans/Haitians:

  • Individuals who received parole status as a Cuban/Haitian Entrant (Status Pending) less than five years ago

  • Any national of Cuba/Haiti that is paroled and is able to adjust status or not (as long as they do not receive deportation orders), are actively in deportation proceedings (but have not received deportation orders), or are seeking asylum

Other ORR Eligible Populations:

  • Proof of asylee status 

  • Proof of T non-immigrant status (Victims of Severe Human Trafficking)

  • Secondary migrants

Program Services

The Newcomer Support Services Program (NSS) aims to provide 90 days of services to Office of Refugee Resettlement (ORR)-eligible populations who do not qualify for Reception and Placement (R&P) programming. The focus of the program is to provide Intake, Assessment, and Referral support to assist clients with achieving their self-identified goals as outlined in a self-sufficiency plan. Goals can include accessing public benefits, applying for EAD/SSN, scheduling medical appointments, enrolling children in school, and placing referrals to other programs and services. This program does not provide direct financial or housing assistance.
